Second time making jelly and canning. My jelly didn't fully set its liquid and solid. Can I re boil the jelly and use the lid?

Lids are one time use.
Your headspace seems off. The recipe may be at fault.
But, assuming you used a tested recipe, followed the proper canning procedures, let’s say you have shelf stable preserved food.
Why open it all back up and go through canning it again?
Since we’re going on the assumption it’s shelf stable, don’t mess with it. Instead, use it as there versatile product it can be.
Need a base for a sweet and sour sauce? Open a jar. Want to elevate charcuter or create a wine tasting platter, open a jar. Need some jam, open a jar and heat a pint up, adding a cornstarch slurry and keeping it in the fridge until the breakfast or brunch that you used it up.
Learn from the happy accidents.

You can reprocess the jelly. The pectin package often has directions for reprocessing. You’ll have to empty all the jars back into a pot, probably add a bit more pectin, and boil it again. Do not reuse the lids, they are single-use items that you should only seal to a jar once. Lids can be reused for storing leftovers in the fridge or dry goods in the pantry, but not for canning.
