Did we have to pay more because we are foreigners?

Went to a restaurant the other day and (unfortunately) checked the bill just now. My Japanese is not too good, and I am confused about the “third-to-last” item:「 外人さんご飯セッ」
Is this item a charge for being foreign? 🤢
