Looks like aphids. If your plant is outside there is not much you can do to prevent them, as aphids are everywhere, but ladybugs will kill them if they find them. You should make sure your plant is healthy so it can fight off the aphids and other attackers.
You can spray the plant with water to wash them off and some people might also use a mixture of neem oil, water and dish soap, but iirc you can’t eat the herbs afterwards.

When I had a bad aphid infestation I bought 1,500 lady bugs off Amazon, released them in the garden, and it cleared them right up!
