Just broke out this T-Fal pressure canner and steam is coming out of this hole. Is this a defect?

That looks like a pressure *cooker* not a pressure *canner*.
You can cook in a canner but not can in a cooker.
Edit: Apologies in advance if I’m wrong, I’ve only ever seen a Tfal cooker. At any rate, it’s probably the safety valve. It will steam until it locks with correct pressure.

Jab it with a long toothpick. Have to do this with mine every time.

I have this same canner. Honestly I’ve never really had a major issue with it. “Yes” it leeks for a bit when you are in the venting stage of canning, but once you flip the lever to start building pressure, it does typically pop up on its own and stop leaking after the pressure starts building.

So that’s a lock basically that keeps you from opening it under pressure . Sometimes the lid is a little crooked and needs to be turned slightly and sometimes like others suggested you just need to tap it with a toothpick. The steam is supposed to push it up and hold it sealed so you can’t open it under pressure. The other side however is 3 separate settings on a dial which use should use to vent the canner for 10 minutes to remove air from it. Then shut it and let it build to recommend pressure (each setting =different pressure.) don’t start your timer until you’ve gotten to and maintain set pressure! Hope this helps.
