Not sure about this specific plant, but I have seen this happen with magnolia scale. The ants, wasps and flies are there because of the sap/sooty mold caused by the scale.
Most likely this plant has similar issues and would explain the wasps and flies.

We had a lovage plant in the back supposedly a cousin of celery and the wasps were everywhere on that plant. What plant is that ?
