Are these peppers with these markings OLD? Or past their prime to can? (first time doing peppers – just picked up a peck from local farmer today)

    No, this is called corking, and is common with jalapeños, they’re fine to use.

    As an aside: Some people think corked jalapeño’s and redder jalapeños are spicier.

    But, really no way to know for sure until you’re in it.

    Might be the zapotec jalapeno, which does this.

    As others have said, it’s called corking. It’s basically scar tissue. It’s the exact same phenomenon as tomato skins splitting when they get over watered. Peppers just have a tougher skin that is less prone to splitting completely open.

    Perfectly safe for eating raw, cooked, or canned.

    usually happens when they get a lot of water. Did it rain a lot recently before you harvested them?
