Toast 20 chili arbol in a dry pan, and roast 3 Roma tomatoes. Add that to a blender with pinch of salt and pepper and a teaspoon of cumin. Add 1/2 a cup of water and blend.
Add the mixture to a pan just for about 5 minutes so done of the water evaporates, then cool in the fridge!
