I was looking at getting a chuck roll but came across neck off chuck roll. I can't find anything explaining what the difference between the two is. Does anyone know?

I’m curious now too! I buy chuck rolls from Costco pretty regularly and haven’t encountered this description before.

So, the full chuck is basically a section of the forequarter that has your chuck eye log, you’ve got the sierra hiding under that, then your boneless short rib at the bottom. It’s the extension of the ribeye, moving under the shoulder blade next to your cross rib roast, which takes a turn down the front leg. In a full chuck, you’re likely to see scalloped rib meat on the side, like what you would see under a ribeye. These scalloped sections, however, are off the neck. Same same, but just moving further up.
Anyways, the neck off portion is all of that, minus the rib meat part. It’s just a whole chuck roll trimmed down a little more.
What I was initially curious about is why the neck off weighed more on average, then I saw Angus v. straight choice. Angus isn’t better, it’s just a marketing gimmick, like how you want your baby back baby back because Chili’s told you to. It’s just a breed of cow that was bred for maximum muscle growth.
