3. Once the gelatin has bloomed, add it to the pot with the heavy cream and sugar.
4. Place the pot on low heat and stir for about 5 minutes to allow the gelatin and sugar to dissolve completely.
5. Remove the pot from the heat and let the mixture cool down slightly.
6. Pour the creamy mixture into transparent glasses, filling them about halfway.
7. Cover the glasses with plastic wrap or lids to prevent the surface of the panna cotta from drying.
8. Place the glasses in the refrigerator and let them chill for 2-4 hours, or until the first layer solidifies.
**Step 2: Preparing the Second Layer**
9. In a small bowl, combine 1 teaspoon of gelatin with 1 tablespoon of hot water and let it bloom.
10. Cut off the tips of the fresh strawberries and transfer them to a cooking pot.
11. Add the sugar and 2 tablespoons of water to the pot with the strawberries.
12. Place the pot over medium heat and bring the mixture to a gentle boil, stirring occasionally for 7 minutes. This will help release the juices from the strawberries and dissolve the sugar.
13. Add the bloomed gelatin to the pot and continue to boil for another minute, stirring constantly.
14. Remove the pot from the heat and let the strawberry mixture cool for a few minutes.
15. Transfer the strawberry mixture to a blender and blend until smooth.
16. To remove the seeds and any pulp, strain the strawberry puree using a fine-mesh sieve.
17. Allow the strawberry puree to cool down for a while.
18. Take out the chilled glasses from the refrigerator and carefully pour the strawberry puree on top of the first layer, filling the glasses to the brim.
19. Once again, cover the glasses to prevent the surface from drying out.
20. Return the glasses to the refrigerator and let them solidify for at least 2 hours or until the second layer sets completely.
