If you really want crispy, par-boil the potatoes until they’re soft on the outside. Then drain, put them in a mixing bowl with whatever seasonings you wish, then toss them around a bunch which creates all sorts of crags and stuff.
THEN toss those in a pan with a mix of oil and butter. Absolutely fantastic.

Those are home fries, that’s definitely black pepper, 1/4 teaspoon of paprika for a pound and a half of potatoes is basically pointless, and they desperately need salt.
Not every recipe needs the “reinventing the wheel” treatment, especially when there’s no innovation happening.

For that amount of potatoes, you should probably double the amount of seasoning. Personally, I typically would par cook my potatoes in salt water so not sure how much salt to add in the beginning. Also toss your potatoes with the seasoning for a better distribution and salt and pepper at the end to taste.
Also from my neck of the woods, we call them home fries. I think other countries like the UK call them something else.

This is a very normal way to eat leftover boiled potatoes (and sometimes meat) where I’m from. It’s delicious though.
