    Not bolted, they just look like immature seedlings to me.

    Bolting is when they start growing their flower stalk, which these haven’t done, and being biennals they’d have to grow for a season and overwinter before bolting.

    These just look weak due to lack of light and crowding. They should be thinned out more, and you should keep your raised bed topped up to only slightly below the edges, ideally with mostly actual soil (rocky particles — sand, silt, and clay) to reduce subsidence and develop a stable long-term soil structure.
