Can I transplant these again before planting in the soil?
Tomatoes are getting pretty big, thinking solo cups until mid/lat April planting. And corn is already root bound and I only planted them 9 days ago

Definitely pot up the tomatoes. You can plant them deep and they will grow more roots up the stem, just be sure to either pinch off the bottom pair of leaves or keep them above the soil. Red solo cup would be fine for this.
I have not grown corn. Someone else can better answer on that.

Heck ya. Like solo cup size. That way you can bury the stem for more roots.

Yes, for the tomatoes. I would put the corn in the ground. It seems like it might be a little early for corn, but I don’t know what zone you’re in.

What kind of grow lights are you using!!!

Solo cups would get you more time with tomatoes. Personally, I would try to find something at least 30% bigger if you can.
I plant corn in deep cells since their roots establish quickly. If your soil is warm enough, I would transplant, rather than up pot.

Tomatoes will be happy to be replanted, very hardy roots.
Corn will be sad. As long as you have more seed, it will be very happy to be direct sown once it’s warmer, cover them for the first couple nights so pests don’t eat the corn kernels.

I use 3 1/3 inch square nursery pots for toms and peps. They fit evenly and nicely into 1020 trays.

That’s the largest they get before the garden.
These should be transplanted.
