I pressure canned potatoes a few days ago and now the water is cloudy and when it's upside down the water doesn't move at all. I don't know if the starch kinda jellied it or something went wrong. The lid is still sealed.

starch will do that.
If you carefully followed a tested recipe it’s safe to eat., but I’d remove the rings if I were you.

Potatoes do that. The liquid is great for bread/pasta making or using as liquid in soup.
Please don’t store with the rings on.

Those do look a little starchy but they should be fine. Definitely remove the rings to avoid a “false seal” as certain food borne pathogens don’t smell bad but still suck. I remove the rings and keep them in a big box. I spray painted one gold. My wife asked why on earth would I do that. I said “Not earth, middle earth, and one ring to rule them all”.
Guess who had “Soup for One” that night.

The next time you make them, cook them for two minutes before putting them in the jars. Then add fresh water to the jars. It cuts down on the starch some. I rinse mine after opening unless I’m making potato soup.
