It’s not a mug or a to-go cup, but that looks like it’s a cup, it just doesn’t have a handle. Although even if it is a bowl, I know in France at least coffee can be served like this. I was warned to be careful how to order my coffee at one point if I wanted a cup because depending on the shop/location of the shop, I might receive this.

It’s a great way to not be able to drink your coffee unless you want to burn your fingertips. This happened to me recently and I had to ask for napkins for finger protection.
