Comparing the recipe you used with [the official one from Ball](https://www.ballmasonjars.com/blog?cid=candied-jalapenos) – it’s close enough, more sugar than Ball’s, and different spices which is fine; my only concern is that they have a different processing time for half-pints, which isn’t tested with Ball’s recipe. As long as you processed the jars properly – 15 minutes at a full rolling boil – I think they’re safe.
That altitude adjustment doesn’t appear to be correct. If you are at altitude, that might not be enough processing time.
